How do I request records from a government agency?

I believe a city department has emails and reports about a decision that affected my property. How do I get copies?

Many countries and local governments have freedom-of-information or public-records laws allowing people to request records. Typically you send a written request describing the records as specifically as possible — subject, date range, departments.

Agencies usually have a set time to respond, may charge copying fees, and can withhold some material under exemptions such as privacy or ongoing investigations. If records are withheld, there is normally an internal appeal and sometimes a route to an ombudsman or court.
