What is the difference between an IEP and a 504 plan?

My daughter has type 1 diabetes and the school offered a 504 plan. Another parent said we should push for an IEP instead. What’s the difference?

Both are US frameworks for supporting students with disabilities, but they work differently:

  • IEP (Individualized Education Program): under IDEA, for students who need specially designed instruction because of a qualifying disability. It sets goals, services and progress monitoring.
  • 504 plan: under Section 504 of the Rehabilitation Act, for students whose disability limits a major life activity. It focuses on accommodations and equal access — for example, blood sugar checks, snacks, or extra time.

For many students with medical conditions who are doing well academically, a 504 plan is the appropriate tool. An IEP may be more suitable if the condition affects learning and the student needs specialised teaching. The right choice depends on your child’s needs, not which plan sounds stronger.
